What is the Innovation Credit?
The Innovation Credit (Innovatiekrediet) is a government-backed loan from RVO for companies pursuing technically risky development projects with strong market potential. Unlike traditional subsidies, this is a loan, but with a crucial advantage: if your project fails, the loan is fully or partially forgiven.
With a budget of €50 million in 2026, the Innovation Credit finances up to 50% of your total development costs. Who qualifies for the Innovation Credit?
The Innovation Credit targets companies with a technically challenging development project and clear commercial potential. Both startups and established businesses can apply. RVO assesses whether your project involves genuine technical risk, meaning the outcome is uncertain and cannot be achieved with existing knowledge or off-the-shelf technology.
Your company must be financially sound enough to fund the remaining 50% of project costs and to execute the project successfully. Projects in software development, artificial intelligence, hardware, process technology, and medical innovation all qualify, provided there is significant technical uncertainty and a viable path to market.

How much financing is available?
The Innovation Credit covers up to 50% of your total eligible development costs. For technical projects the maximum is €10 million; for clinical (medical) projects the cap is €5 million. The interest rate is determined by RVO based on the risk profile of your project and is always below the commercial market rate.
The remaining 50% must be financed from your own resources, private investors, or complementary schemes. This is where smart combination pays off: the WBSO can cover 36-50% of your R&D labor costs, and the MIT scheme can fund feasibility research. Together with the Innovation Credit, this can significantly reduce your net investment.

Technical vs. clinical track
The Innovation Credit distinguishes between two tracks. The technical track is for all non-medical innovations: software platforms, AI systems, hardware products, process technology, and materials. The maximum credit is €10 million, and assessment focuses on the technical novelty, risk profile, and commercial viability of the project.
The clinical track is specifically designed for medical innovations that require clinical trials to reach the market. The maximum here is €5 million. This track has additional requirements around patient safety, regulatory pathways, and clinical trial design. For software and AI companies, the technical track is almost always the relevant path.

The application process
The Innovation Credit uses a rolling application process throughout 2026, you can apply at any time between January and December. RVO evaluates each application individually on four criteria: technical risk and innovation level, market potential and commercial viability, quality and experience of the project team, and financial soundness of the company and project plan.
A complete application requires a detailed technical project plan, a business case with market analysis and revenue model, a financing plan showing how you cover the other 50%, a project budget with cost breakdown, and recent annual financial statements. The assessment period is typically 3-4 months. A strong, technically detailed project plan is the single most important factor for approval.
