Digital Europe, Up to 75% EU Subsidy for AI & Digitalization

The Digital Europe Programme (DIGITAL) is the EU's flagship programme for accelerating digital transformation across Europe. With a total budget of €7.5 billion for 2021-2027, it funds the deployment of cutting-edge digital technologies in AI, cybersecurity, cloud computing, data infrastructure, and advanced digital skills.

Unlike Horizon Europe, which funds research, Digital Europe focuses on deployment and adoption: bringing existing technologies to market and helping organizations implement them. For Dutch SMEs, this means access to substantial EU co-financing for practical AI and digitalization projects. Combined with national schemes like the WBSO and MIT, Digital Europe creates a stackable funding structure for digital innovation.

Artificial Intelligence: strengthened in 2026 with additional investment in AI capabilities, testing facilities, and trustworthy AI systems. Calls target AI adoption by SMEs, AI-powered public services, and sectoral AI applications in healthcare, manufacturing, and agriculture.

Cloud & Data: funding for European data spaces, cloud-edge infrastructure, and data sharing platforms. Cybersecurity: building SOC (Security Operations Centre) networks, threat intelligence sharing, and cyber resilience for critical infrastructure. Digital Skills: specialized training programmes in AI, cybersecurity, and data analytics to address Europe's digital talent gap.

European Digital Innovation Hubs (EDIHs) are one of Digital Europe's most accessible instruments for SMEs. These EU-funded centres offer free “test before invest” services: you can experiment with AI tools, robotics, cybersecurity solutions, and other digital technologies without upfront cost.

Several EDIHs are active in the Netherlands, each specializing in specific technologies and sectors. Services include: technology testing and experimentation, digital maturity assessments, training and skills development, access to financing advice, and innovation ecosystem networking. All services are free for SMEs during the initial engagement period.

The Digital Europe Programme is open to companies, research institutions, public organizations, and non-profits established in EU member states and associated countries. For most direct calls, a consortium of at least three organizations from three different EU countries is required.

For SMEs, there are simplified access routes. EDIHs provide free services without application complexity. Cascade funding mechanisms allow SMEs to receive grants through intermediary organizations without forming large consortia. Innovation vouchers and SME-specific calls offer lower barriers to entry.

Applications are submitted through the European Commission's Funding & Tenders Portal. Calls are published with specific deadlines, typically offering a submission window of 2 to 4 months. The evaluation process takes approximately 5 months, followed by grant agreement preparation.

A strong application requires: a clear description of the digital technology to be deployed, a well-defined consortium with complementary expertise, a realistic work plan with measurable KPIs, a substantiated budget with co-financing commitment, and evidence of European added value and scalability.

Competition is significant: success rates for Digital Europe calls typically range from 15% to 30%. Quality of the consortium and alignment with the call objectives are the most critical success factors.
